Scope

Most of what goes wrong on a technology contract goes wrong after the award. The team that wrote the proposal moves to the next capture. The senior architect who impressed you at the orals never bills an hour.1 What arrives is a rotating bench of people learning your system on your budget.

This firm is built the other way around. It stays small on purpose, every engagement is led by the principal who scoped it, and work it cannot staff with named people gets turned down. That limits annual capacity. It also means the institutional knowledge of your system does not leave when somebody gets reassigned.

A firm that will not tell you what it cannot do has already told you something.

Core competencies

Four areas, each mapped to a NAICS code the firm is registered and small under. Requirements outside them get said so on the first call.

2.1 Custom software development

NAICS 541511 · PSC DA01

Applications built to a written specification and handed over with the source, the deployment pipeline, and documentation good enough that somebody else could take it from us.

2.2 Systems design and integration

NAICS 541512 · PSC DF01

Architecture for systems that have to talk to equipment, records, and agencies never designed to talk to each other. Assessment, target design, migration sequencing.

2.3 Security engineering

NAICS 541519 · PSC DJ01

Security designed into the system while it is being built. Threat modeling, access control, audit logging that produces evidence rather than debugging output, and incident response.

2.4 Cloud and infrastructure

NAICS 518210 · PSC DH01

Infrastructure as code, migration off hardware past its service life, and operations a two-person team can actually run.

Past performance

Presented the way a contracting officer would check it. The firm holds no federal prime award history; federal exposure to date is as a subcontractor and development lead under primes.2

Notes

  1. Bait-and-switch staffing is common enough that FAR 15.305(a)(4) lets an agency evaluate proposed personnel, and key-personnel substitution clauses exist precisely because the practice persists.
  2. Verifiable on FPDS and USASpending. Stated here so the check confirms rather than contradicts.
